32 bit Server: Upload of ... exceeds the quota for the folder, when server has room

i think this could be related to this:

There is insufficiant space available on the server for some uploads after upgrade from 10.11 to 10.12

It’s a known issue with OC 10.12 and 32 bits systems. 10.12.1 is coming soon which should fix that issue. Just saying that 32 bits isn’t officially supported and you should use 64 bits. I think you’ll have to wait until 10.12.1 is out.
