Hello! Help please correct the error /dev/urandom is not readable by PHP which is highly discouraged for security reasons

There are discussions:

Issue: OC 9.2 / master random_bytes doesn't work with open_basedir

Issue: /dev/urandom warning seems unnecessary

ownCloud 8.0.16, OS Windows server

The use of this unsupported and unsecure ownCloud version is highly discouraged!
Also, if issues are fixed, they won't be backported to this version, there were different issues with Windows as host OS:

Important: Windows support is/will be dropped
