In the screenshot your are restricting the access to the storage only to the admin group, is this intentional?

yes the admin group will share the data to the users that need to work on specific job numbers

when the share is down and shows 0 kb

the data is removed from the clients

you will see that thie wip folder work in progress is shared with the users

they can select and deselect the work in progress job number they need to do work on

Maybe it helps to update to the recent 10.0.9 version instead of using the outdated 10.0.8?

https://owncloud.org/changelog/server/ has also some additional “unreleased” fixes, maybe one of those are fixing such issues in the next upcoming ownCloud version?

Upgraded to the latest release problem data still being removed from clients and resync
