At your external storage mount, you should normally see a point to enable sharing:

Just to avoid confusions and re-reporting of already fixed bugs, could you update to the latest version 9.0.4?

New option for the ownCloud admin to enable or disable sharing on individual external mountpoints (see Mount Options). Sharing on such mountpoints is disabled by default.
