Automatic instant upload not working

Good morning,
I installed the client on the iPhone 6s with ios 10.2.1 (the latest version).
The application does not seem to automatically upload pictures from the background, but you have to open the application and stimulate it to load. Often then not upload photos / videos taken previously, the application forgets and you can no longer fargliele automatically load but you have to do it manually.

Is there a solution? I tried reinstalling several times the application and to change settings without success.

Also point out that it is not an option available that allows you to load content only via wifi.
