After translating manually all files on server everything is good and looks nice except time in Activity.
Time in activity shows on Chinese letters or something similar (for example strings like "Few Seconds Ago", "Day Before"...are shown like 小時前, instead of Serbian). That strings are located in .js and .json files in Core/l10n and lib/l10n folders. My language is Serbian. Does anybody have explanation?
I checked the integrity of all files and have compared strings, everything looks good.
Version of my server is 9.1.3

Translations are made via https://www.transifex.com/owncloud-org/owncloud/language/sr/
All strings are then put automatically in the owncloud-code (so it doesn't help to edit the files manually on the long term). The first time you probably have to ask to join a owncloud-translation teams.
That is correct answer.
But still with or without manual translation when switch to serbian (latin) language the problem still exists.
Hmmm - hard to tell what the reason is - this needs to be debuggen.
