Cannot sync htaccess even after allowing them in desktop configuration and config.php

Have searched through a number of threads as well as bug reports and git discussions 6188 and 6189 for example, and can't seem to figure this out for this server. Have gone through 6188 and still unable to get these files to sync. I don't see anywhere else where it would be restricting syncing htaccess files. The actual error description makes no sense. This is a non quota'd user and I have no problem syncing files up to the limit which is set at 1Gb.

.htaccess and all dot files have been removed from sync-exclude.lst and nothing is blacklisted in config/config.php or even config.sample.php. Client is set to sync hidden files as well, other hidden non-.htaccess files still work fine.

Get an Insufficient Storage error which doesn't make a whole lot of sense

PHP version: 5.6.28

Updated from an older ownCloud or fresh install: Fresh install
Special configurations: Vanilla configuration except data folder has been moved outside of document root or other publicly accessible location.

The item is not synced because of previous errors: Error downloading [FILE LOCATION REDACTED].htaccess - server replied: Insufficient Storage (Sabre\DAV\Exception\InsufficientStorage)
