I cannot delete user on gui.

you should have a look at your owncloud.log file and check what is being logged there when trying to delete users over the WebUI. Please post the relevant entries.

Unfortunately, there isn't any log on owncloud.log.

ownCloud.log is the name of the log file you can download on the web page of your ownCloud
