Question?

  1. Accessing the file to which I do not have access of then owncloud shows this message “You don’t have permission to access this file/folder - Please contact the owner to share it with you.” I want to change the message.

Trying to understand your use case: How do you access a file where you don’t have access?
Also of interest would be, where exactly you get the mentioned notification.
