Changing the password will result in data loss – no encryption enabled



if I try to set a new password for a user in the admin user management, the line of the user appears in slight red and a hover dialog shows up which sais "Changing the password will result in data loss, because data recovery is not available for this user".
Why? Whats wrong here?
I did some research and found out that server side encryption in combination with password changes is/was(?) a problem. But I do not use server side encryption and never used it.

Any ideas?


I found the solution!

The encryption app was enabled in the app section, but encryption was disabled in the admin section.
By disabling the encryption app, the error message disappeared.
