Command “upgrade” is not defined

I want to update Owncloud on my Synology.

I used this guide and got the following error when upgrading.

ownCloud is not installed – only a limited number of commands are available

[Symfony\Component\Console\Exception\CommandNotFoundException]
Command “upgrade” is not defined.

Any hints on this ?

Solved it.
I had to restart the Apache and not the Webservice.
