There is no password policy included in ownCloud as you can see in [1]. There was an app [2] providing this functionality but seems it didn't got updated in the last time. You might need to research if an updated version is available somewhere or if you can make this app compatible again on your own.

The question is not in the subject, in owncloud there is a general mailing to all users, groups, individual users?
