Create new user with e-mail field

hello

unfortunately i have 2 different behaviour on 2 installations when creating new users

1) When creating a new user you can leave the password blank and add an e-mail. the user will be created and will receive an email where he can set his password.

2) in the second installation I can't create the user with an empty passwot nor can i give him an e-mail adresse

How do I get the behaviour of 1) also activated with 2? mail is configured.

In case you have a setting-icon in the corner down left, there should be an option "show e-mail address".

If i'm hover the image it is called "nextcloud.png" so i think this forums here doesn't really fit.
