Disable Reset/Change Password for users NOT admin

Am using ownCloud Community version 10.7.0.4, in production on AWS, installed from stock AMI.

I am looking for an option or way to disable Reset or Change Password from user account not admin account. So, Admin create an account and share password with the users. ONLY admin should have the permission to change/reset/update user passwords.

I found some old links here in the group discussing the same thing, but I am not able to find personal.php file mentioned in those discussions. In the current version, I have /opt/bitnami/owncloud/settings/ChangePassword/Controller.php file, but I do not know how to alter that file to have the desired affect.
