#1 Can an Email Notification can be sent to Admin Group anytime a User uploads a file…kind of like a BCC more less.

ownCloud does not provide such a feature out of the box, but there are some ways to acheive it:
- There is the enterprise app admin_audit which performs extended logging (https://marketplace.owncloud.com/apps/admin_audit)
- You may create your own app listening to either a hook (https://doc.owncloud.org/server/developer_manual/app/fundamentals/hooks.html) or a symfony event (https://github.com/owncloud/docs/issues/311#issuecomment-419377043)
- With activity app enabled you could collect this information from the
oc_activitytable - You could parse your webserver log for PUT requests or any of the WebDAV requests (https://doc.owncloud.com/server/user_manual/files/access_webdav.html#accessing-files-using-curl)
