Enforce 2FA for user

i hope this is the correct category for my question.

It is possible to enforce the 2FA for some/every user? I've owncloud 10.0.7

This is possible using PrivacyIdea. It's not possible with the self-service app for the users. https://marketplace.owncloud.com/apps/twofactor_privacyidea
