File Request Feature In Selfhosted OwnCloud Server

Hi Everyone

I wont to setup a file drop service where we can send request to client to upload files
I have read about the feature but can not see it in my server .

Is this a cloud only feature ?

I have a file drop folder configured for public uploads on my self-hosted ownCloud.
