Forbidden message, file upload doesn't work

Hello everyone,
i have problems with my owncloud installation.
Server: Ubuntu 14, owncloud 9.1.1, ssl active
I can upload files like a 10mb jpeg or a 2mb zip file. But i am not able to upload a 7mb zip file. owncloud message: error while uploading “xxx.zip”:Forbidden

Anyone an idea what i hav made wrong? Maybe a timeout problem?
