Aren’t you logged in? I’d flush the browser history and remove all cookies.

For me, ownCloud 10.11.0 works fine with PHP 7.3 - but I strongly suggest to update to 7.4 asap.
10.11.0 was most likely the last release to support PHP 7.3

Another user had a similar issue some months ago. Does this resolve your issue?
