Is it possible to Create Accounts for "Read Only User"?

Hello,
is there a way to create Users which can only Download Files ?
Upload can be limited to 0MB. So i can manage that they cant Upload.
But i didnt find a Way for only Downloading. They also should not be able to Delete Files.

Did you have a look at the guests app? Iā€™m not sure but it might help.
