3.No notification

Mind trying with 10.0.3beta ? Some bugs related to notifications were fixed recently.

Generally speaking: cron has to be executed to dispatch the announcements.

If you are running ajax cron: refrech your web page multiple times
for web cron or system cron: wait for the cron job to kick in or run it on the server manually by executing cron.php
