OC 10.4.1.3 - Cannot create folder/file with Umlaute

I am running the following setup:

Since upgrade from the version before 10.4.1.3 to 10.4.1.3 I cannot create files or folder with german Umlaut. Which is very annoying.

I have a german setup and the texts in the userinterface are german. I have used the internal updater to update to this version. I am not aware that there is a parameter that could be responsible for that behavior.

I found another forum post with this topic but the solution was to use a linux file system.
I have a linux file system. I am also very sure that the problem was not present in the version before.

It is not a general problem with the version. I just tested and it works in general.

Did you also change something in the system? Did you do any updates?
Can you please check if umlauts are displayed correctly in the shell.

Also the error in the ownCloud log would be interesting. Have a look in your log (you can find it in the datadirectory under owncloud.log) for the error message when creating the folder with umlauts.
