Permissions for private folders

We’re a small not-for-profit but have a diverse group of users. Is there a way to assign permission levels to the private folders to prevent specified users from using private folders?–or is there a way to suppress private folders altogether so we’re not having to chase people for using OwnCloud for their own purposes?

Yes. Quota 0 (will be fixed in 10.0.4 and works in 9.1.x) disallows users to own any files. They will only be able to write into folders shared with them - which you can do from one or several “function” users. Or you do look at the guest app and use those.
