How do i prevent my users creating public shares. That’s a great big security risk.

Unfortunately this is currently not possible in ocis. You can enforce passwords on public links for increased security. As a hacky workaround you could also try to misconfigure public sharing. That way creating a public link would result in an error. Final option would be to open a feature request in our github repo: GitHub - owncloud/ocis: ⚛ ownCloud Infinite Scale Stack
Why?
As far as I know, the personal space belongs to the specific user, and only that user can upload files there (unless he gives access and permissions to other people). Files are his, so he can decide whether sharing them or not.
In case of spaces, only the space managers (on a per-space basis) are able to share via link. Since they created the space, they should know what can be publicly shared and what not.
If everything works properly, I don’t see any security risk.
