Well, I’d try it anyway, I suggest as I had previously assumed that your Exchange Connector blocks this kind of mail because it thinks it’s spam but it works for others because they have a different content.
For example, in my case I have a worst spam score with this feature because I have more pictures than text.

Hi,

i have changed my Server from Owncloud 10.2.1 to Nextcloud 15 and i can share Files and folders via public link without changes at the smtp parameters. IT’s a ownCloud problem, but we use at now NextCloud

Hello,

well I’m glad you found a way to make it work, but it’s too bad you didn’t try what I proposed, since in my case the feature works you can’t fully affirm it’s an ownCloud problem, that’s unfair. My guess really is that your exchange connector blocks mail from this ownCloud feature because of the content, but anyway.
I’d suggest you set to solved this post.
