There is no plan of further development on ownCloud 10, unless it’s critical. You can still install it and ask questions, but if there is some coding involved, the answer will very likely be “no”.
For fresh installations, ownCloud Infinite Scale is the way to go.
If you don’t need scalability because it’s a small installation, you can try the single binary with docker.
The docker image is https://hub.docker.com/r/owncloud/ocis , and you might need a reverse proxy such a traefik in front.
