Seeing Two Different PHP Configurations

Expected behaviour
Default php.ini and .user.ini should always configure the PHP environment.

Actual behaviour
Some sessions are created in an alternative/default environment that I don't recognize. These session files always mention AUTHENTICATED_TO_DAV_BACKEND suggesting there is an OC app or other feature not using the correct php.ini file. I'm not sure how to go about debugging this situation.

Server configuration
Operating system: Windows 2012
Web server: IIS
Database: MySQL
PHP version: 5.6
ownCloud version (see ownCloud admin page): 8.0

Furthermore oC 8.0.x reached end-of-life last month:

Please migrate to a linux based host with a supported ownCloud version. As no official migration path from windows to linux is available the best thing what you could do is to setup a new linux system and install 9.1.2 on that. Afterwards you can re-import your data to that system.

Great! When PHP7 will have nice Windows Support I guess we would be very happy to bring back support, but generally there were too many issues :frowning:
