Set language variant for user

Hello. This is a question, which I could not find. Using ownCloud 10.15.0.

As explained in Admin manual, in config.php we can set default_language while users set own language in GUI under Settings Personal General Language once they have logged in. But, there I see only main languages, like DE.
In /var/www/owncloud/settings/l10n/ I see language variants, like DE_CH.
How can a user set language variant like DE_CH?
That is relevant for Collabora, which uses that language to set GUI and language variables like decimal separator.
