new to owncloud, sorry. is there any way to share with all registered users without assigning each group or user? Not just as a public link?

To my knowledge, no.
You could put all users in a group and share it to that group.

Ok, thank you! It seems to be the only way
There is one more trick/workaround, the admin can do an external storage mount for all users and then what is in that folder will be shared with everybody …
