You don't want to run ownCloud on Windows, even if you're able to find an outdated version of oC compatible with windows.
Please do the only sane thing and setup a linux based host system and use one of the latest 9.1.x or 10.0.x releases.
Consider to put your ownCloud Server install in a VM running on your Windows host system. There are some VMs available on https://owncloud.org/install/#edition
