Theming the wizard

I’m trying to change the first run wizard, but I dont think I use the right method:

I could only find documentation for changing the wizard for ownCloud 8 & 9, but for version 10, I couldn’t find it in the documentation.

For example, for v8, theming is at https://doc.owncloud.org/server/8.0/admin_manual/operations/theming.html and for v10, it is now in the developer doc:
https://doc.owncloud.com/server/developer_manual/core/theming.html

Where can I find the actual documentation?
Should I clone the wizard app and create a custom app?
