If encryption is turned off does this mean data is not encrypted in flight? What other changes will turning off encryption make?

I am not 100% sure, if I understand you right.
Encryption happens at two point independely:
1st: SSL Encryption. Your HTTPS Stream is encrypted like any other traffic between your Browser and Web server.
2nd: Drive encryption
This is an optional setting regarding the physical files on your storage. If You enable this, You are not able to read the files by file explorer on your drive. If the drive gets into wrong hands, they will not be accessable.
Both are completely independent. You can encrypt your drive, but if you only use HTTP for your browser the files are transfered unencrypted and vice versa.
