Unwanted conflict files stop sync

I change a file to be uploaded to server, but instead it is being renamed into conflicted file and the serverfile is downloaded. no further sync due the conflicted file.

the problem seems to be since 1-2 month.

what can i do?

Expected behaviour

changed file has to uploaded to server, not being renamed into conflicted file

Actual behaviour

Steps to reproduce

1. change file content
2. see respective directory, serverversion was downloaded
3. actual file changed into conflict file

Server configuration

Operating system: Windows 10

Web server: Linux / Apache
Database: MySql

PHP version: 7.3
ownCloud version: 10.8.0.4
