Upgrade 15.10 to 16.04 and Upgrade PHP

Updated Ubuntu Server 15.10 to 16.04 and, accordingly updated php.
The server was updated and the page owncloud does not work.
How to properly prepare the php before the upgrade, that there would be no delays in the work?
When you open your owncloud in the browser displays a php page of the following type:

ownCloud version (see ownCloud admin page): ownCloud 10.0.3 (stable)
Updated from an older ownCloud or fresh install:
Special configuration (external storage - nas, external authentication- ldap, reverse proxy - no, server-side-encryption-no):

After upgrading php you need to remove the old php packages for ownCloud and install the new ones for the new php version.

and all the settings have to be done anew in the file php.ini (for example, the maximum file size) ?

Yes, I believe so. Because with the new php version you get a new php ini file.
