User only read files no upload and settings

Hello, sorry i’m new and test owncloud.
I need a user where only can read and download shared files from another user but no upload and not change his own settings.
Can i realize this?

Yes, but i will not use the email address from the guest.
I will use one account with the limitation, i can admin only one account.

I had test the guests app.
But i don´t see under Sharing the public links. What is my mistake?
