Masterkey encryption is absolutely possible. User password encryption with password in session should also be possible. Generally user password encryption is not recommended anymore, but you might have a specific attack factor why you use it.
so how can I configure the windows
client webdav and the owncloud conf
file to use webdav

To configure it with Windows it depends on the different versions and you should refer to Microsoft supoport and forums and documentation for that. We do recommend 3rd party WebDAV clients like Cyberduck for reliable operation.
