Where can i find a place where it says wich is the stable version?

Hello,

Since I started using owncloud with oc8.x I never know when to upgrade because the notification system of new versions sometimes got stuck in some old versions.

Is there a way to receive notifications of stable versions?
When there's a major upgrade like 8 to 9 or 9 to 10 the upgrade system warns you?

the link doesn't work to me, shows this: Error code: SSL_ERROR_RX_RECORD_TOO_LONG

btw... the problem is not to receive the information, because i follow the rss, is to know how stable is each version
