White screen of death after upgrading/reinstalling from 10.1 to 10.3

Steps to reproduce

I downloaded the OwnCloud 10.3 server application and uploaded it via FTP. When navigating to the specific folder, I get a whit screen. I uploaded my backed up data and config folders from my former 10.1 installtion (that still works). Same result

Server configuration

Operating system: Debian GNU/Linux 9.11 (on managed server)

Web server: managed server, so I have no sudo rights and can’t changeg web server settings except for some parameters in a web interface

Database: mysql

PHP version: 7.1 (also tested with anything between 5.x - 7.x

**Permission: 755 and 640 for config
