Why my owncloud file in linux don't have the config.php in source file?

It just I couldn’t find the config.php in var/www/owncloud/config ,there are only sample file …
my system is raspberry pi 4B debian buster and hope someone can give me a hand,plz

Have you logged in your system?

In a new installation there is never a config.php file, this file only gets generated during the installation, either by filling out the details in web interface or by running occ maintenance:install, for example like so.
