Is there an URL that would allow me to always download the latest version of owncloud windows client
There is no such URL but you could request one at e.g. https://github.com/owncloud/owncloud.org/issues
What's the use case? 
The client has an auto updater.
personally i hate when i download something and just after install it ask for update. Thats why i would like to provide for my clients one URL with always the last version of owncloud.
like ninite.com do for some other apps
