I can’t find instructions for server upgrade from 7.0.6.2 to 10.0.2
You’ll have to perform a number of incremental updates, stopping off at each major version, so…
Upgrade to 8.0, then 8.1, then 9.0, then 9.1, and then I think you can go to 10.0.2. You can find upgrade instructions for each step by accessing the archived administrator’s manual for each version:
https://doc.owncloud.org/server/8.0/admin_manual/
https://doc.owncloud.org/server/8.1/admin_manual/
https://doc.owncloud.org/server/9.0/admin_manual/
etc…
I used a series of containers to step through the upgrade process. It worked relatively well and made the configuration between each version more standardized.
Good luck!

I’d like to add some small corrections:
It is important to upgrade to the last available version of a major version. Plus: You can directly upgrade to 10.x from 8.2.11
I posted this some days ago: Restore accounts and data
Good point cortho! Also, the main reason I went to 9.0 instead of going straight to 10.0 from 8.2.11 is that the occ files scan utility is much improved in 9.0 and I had some database / file store inconsistencies that needed to be worked out (bad sharing links if I remember correctly). So, I wanted to stop off at 9.0 to fix those before the final upgrade.
